If I were you, I’d consider the text as a whole. Keyword density can be degraded by the use of ‘other’ words.

That being said…don’t overly focus on attaining the perfect ratio of keyword density. This approach will have you plugging in keywords in places they don’t belong. This may alienate your readers as they will pick up on the fact that you’re writing for search engines and not them.

A good rule of thumb…write naturally and for your readers. If you’re an expert and your topic is highly focused, then your keyword density should fall into place on it’s own.
